3DS and Wii U Virtual Console have Emulator tools - legal on VGR?

It has come to light in my recent discussions with Undead that the 3DS and Wii U Virtual Consoles are no better than emulators. Unlike the Wii virtual console which didn't have the ability at all (just a glorified pause feature, that's it), these new Virtual Consoles have a "Restore Point" (it is a save state, accessible repeatedly) feature that could essentially allow you to play like a TAS.
Imagine a game level that has 5 difficult sections to do, that require frame perfection. Even with just 1 Restore Point, you could 'TAS' the whole level. Get a perfect section 1 after 100 tries, save. Load that Restore Point 100s of times until you line up a perfect section 2, and save over the old Restore Point. Repeat until you have 5 frame perfect sections and unbelievable scores. All achieved with 1 single Restore Point!
So, VGR already has 3DS (VC) added as a platform for many old Game Boy games for example, like Donkey Kong. And similar for Wii U (VC) games, I believe.
Mods of VGR, my question is this. What is the official policy of VGR? The problem that arises from CS and VGR proof guidelines, is that we rely on picture proofs heavily. Picture proofs only have substantial worth when when emulator tools weren't available during the run, i.e. using the original game cartridge in most cases.
Rejecting these Virtual Consoles from being allowed is effectively cutting off accessibility HEAVILY for many, many gamers. Not only are some games rare, but their batteries are dying and it's just a huge nuisance all around. However, when they're allowed, arguments and accusations will erupt that a player is using the emulator tools that both modern Virtual Consoles offer through Restore Points.
If VC is to be banned, please remove 3DS as a platform for Donkey Kong (GB), where the chances to abuse it are extreme as described with the '5 section level' scenario. If VC is to be allowed, please add 3DS to Mario's Picross as a platform to start, and any other applicable case of Wii U or 3DS for other games that exist on the VC (can see them all in a Wikipedia list instantly).
In any case, it's a great time to really question the official policy, or at least make it super clear what is accepted as platforms (and thus proofs).

To prove someone using 3DS or Wii U VC didn't use restore Points, they would need to Video Proof the Whole Run. Many Proof Admins don't know all Games that have a VC Version. The Proof Admin Page where we accept or deny proofs does not show all necessary information for this case (like what platforms are on the Game). VGR itself does not have a box where a player can choose which system they used to achieved the Record either.
Maybe there can be some added features to the Upcoming V7 to VGR that can combat this situation with VC Games.
