l'utilisation de Continues (reprendre un niveau en cours après un Game Over) si ceux-ci ne font pas baisser votre score ;
Même si le score ne baisse que d'un point ça marche?

I think that the Clause of "l'utilisation de Continues (reprendre un niveau en cours après un Game Over) si ceux-ci ne font pas baisser votre score ;" is a General Ban, and further in the rules it explains that certain games will have more specific rules if the General Rule of Continue is not enough to cover it like the example you present. So I think it is good the way it is, and in the future when they can add Game Rules, they can add that Continues on that game are not allowed as well (If abusing Continues will give a better score).

Hopefully it will mean the sonic records will get sorted out since competition is dead on there.

Yes, you're totally right. Currently, if the continue only make you loss 1 point, then the continue is accepted. But of course, with the add of Game Rules, we will be able to prevent this.

BTW psr, I'm still waiting for you on Sonic 1 on genesis where no time glitch is possible and competition is harder ok

But what about the Games they save the actualy score, so you can play later?

I've heard that the Score of Kirby's Dream Land 2 drops back to zero if you lose all your Lifes, but it's realy hard to waste all your Lifes if you just play normal. This means the score is ok? It's not that i want to lose my KDL2 Max score, but losing a life is not the same as using a Continue?

For the VC Games i can not speak much, but i've heard that there's a "continue" like Savestate Option?(a Option that Emulators have too)
