I know that VGR allow any glitch, but I think that must exist special rules or restrictions.
Let's start with SSBM. Watch this video:

This guy took him 4 MONTHS to get that score.
Now, in NTSC version 1.0 and 1.1 exist one glitch that allow you to obtain max score in only some seconds while that in NTSC 1.2 and PAL version this glitch is removed.
Will be fair that guy that spend hundred or hours to obtain that score and other guy get that score with that glitch?

The gamer has to buy the best version (it's like Super mario 64 DS in the \"collect coins\" records, the NSTC version is better).

Generally with racing games the NTSC versions are 17% faster than PAL ones(or used to be anyway, not sure these days).
On the other hand, Perfect Dark has no split, and has a PAL Only glitch on Deep Sea

Well, I'll post the restrictions on SSBM.
* Glitches that always has been allowed.
- Ice Climbers Freeze Glitch
- Multi Man Melee Immo
- Adventure Mode Shell Trick
- Training Mode Red Shell Trick
- \"Luck frame\" scores
* Glitches that should be prohibited:
- Shield Stupidity Glitch
- Master Hand Glitch (on Multi Man Melee)
Restriction in Wario Ware Inc.
* Pausing during the gameplay in an attempt to gain an advantage is not allowed.
* Glitches that always has been allowed.

Glitches are event found by a player that testers let.
They come from the game, whatever version there're playing.
Differance between PAL and NTSC are not glitches, so let's talk about that in another topic...
If you want to be the best, to get the world record, buy the version that allows you to make it or play 4 months, there's no \"fair\" notions here...
