Played on the Wii Virtual Console version.
There are a few ways to max the score counter:
-Loop the game over and over
-Stay in one spot
-Repeat the same level over and over
I repeated the Bombman stage over and over until the beginning of the video where I decided to leech the rest of the points. I found this stage to be the easiest to repeat over and over and leech.
Be careful to not roll the counter before 9,999,900. What I did was make sure my score was in a multiple of 300 before I started the final leeching.
