Impossible to run it either.
When I watch the minimal configuration, it should be okay but I just think my English Windows 7 can't handle the game and its game maker... so sad.

I'll test to change the local language of Windows and say you if it works.

Nice after changing the Default Unicode Language it seems that it works.
There are too many kanji for me to understand how the game works, but now I can test.

(Control Panel -> View by: Category -> (Clock, Language, and Region) Change keyboards or other input methods -> Administrative tab -> Change system locale... -> Japanese (Japan))

In French it should be something like (Panneau de configuration -> Trier par : Catégorie - > (Horloge, Langue et Pays) Changer les claviers ou autre méthodes d'entrées -> Onglet Administration -> Changer le système local... -> Japanese (Japan))
