I want to know if cheats are allowed to do this records!
Like the money cheat...
If they are, how is the money cheat?

Cheats normally aren't allowed on VGR.
But I don't know this game, so wait for someone else to confirm =)

You can earn money easily without cheat, many tutorials are being created for this purpose.
However, the money cheat is not related with records on VGR, so there is no problem toward VGR.
I don't know how use this cheat.

Using cheats to unlock records is allowed.
Using cheats while doing a score is forbidden.
