If the game is console only for records ie sega saturn, and I upload picture proof that shows game being played on PC, will it count as proof and record.

If it's not an official release of the game NO. It's probably an Emulated score and are not allowed on this site because of the chances you could've used save states/other mechanics.

As Bradon said, emulated scores are forbidden on VGR.
Nevertheless, if the game exist on PC, you can suggest it.
If it's a ROM, then it's not allowed.

So if its just says saturn and not pc for the records then no pc attempts are allowed
OK so check sega rally saturn, pics says press enter for replay, clearly a pc, no saturn keyboard.
Seeing as the pc version runs different to saturn.

Sega Rally Championship was released on Saturn in 1995, but also on PC in 1997.
If we consider that these versions are the same, we can merge them (so add a PC button near the SAT one).
But before this, we need to be sure that the PC version played by some members here (Jeferson, you speak about him, right ? can you be more precise please ?) is the same as the Saturn version, and not emulated. I will ask Jeferson with a PM.

The saturn and pc versions are different as pc supports better frame rates, which in turn can and does make faster times always, its like playing the jap version on pal it messes with the system frame rate thus makes for faster times,
Im all for adding the sega rally to the PC section of the site and I'll even add my own times too that version too, so keep saturn and pc separate.

Easiest way to see who is on PC and who is not will be the in the Times section as saturn will say A or C for replay and pc will say press Enter for replay, as no version on the saturn has been made for keyboard support. If that helps out finding times

Yes, please ask them if they really play on the Saturn system. (I don't have time to do it before 2019, sorry)
Because the message"Press.... for replay" is tilting on the screen, and there is some picture proofs where this information doesn't appear !
So if you want to identify who played on PC, you need to check all the picture proofs in this game (more than 160 now).
I don't have time to do it in 2018, sorry.
