First off, it looks more professional now, the extra detail helps

Who determines the rules on glitches? Surely it would come down to a vote from the players on the game and the person who suggested the game to begin with.

The people who determines the game rules is still in discussion. Personnaly, I would like players on the game can propose a new rule but it needs lots of management by admins on accepting or refusing the rules. The admins in charge of this have to know very well the game. Poll is also considered but it can be used in a wrong way so we have to be very attentive on this.
