Are In-App Purchases Considered DLC?

I was in the Middle of Suggesting a New iOS Game on VGR when I stumbled upon something I needed to ask before posting... I don't know if I should add the In-App Purchases as DLC or in a Separate Group marked as In-App Purchases.

The Game is a Pinball Game with 13 Pinball Tables to begin with, each with two Records that can be put up for VGR.
There are a total of 6 Pinball Tables for In-App Purchase.
Downloadable Content is Content that is bought and Downloaded. In-App Purchases are similar, but mostly aren't downloaded. They are in the game and are "Unlocked" by buying them. The Main thing is if I should suggest these records as DLC or by another Tag?

In-app purchases are to consider as DLC because these content are not available in original games.

The difference you explain between DLC and In-app contents is not totally true.
Indeed, sometimes, DLCs are already included in the game and you buy only a "key" that unlock the content, even on consoles. Better exemple I know is Burnout Paradise DLCs wich is included in the game updates. Downloading update doesn't mean you can access to DLC.
I know first Ridge Racer on Xbox 360 had a lot of "DLC" already included in the game too.

Anyway, it is sure we have to consider this content as DLC.
Only question is do we call these contents as "DLC" or do we use another name, like "In-App Content" ?
