Pokémon Emerald - Cycling Road

On Pokémon Emerald, there is one chart that's probably affected by PAL and NTSC differences.
Starcrytas who own the NTSC version, can easily do the 9.15s while I using PAL version and doing the same strategy, can only get 9.16s.

Can something be done about this?

That is Strange... Does that mean that 33Tails and Anakin both have the NTSC Version? They both got 9.15 and in their picture proof, the words are french, so I thought that it would be PAL, I do not know if you can change the Language of a NTSC Game. All I know is the Basic Difference between PAL and NTSC.

9.16 is very easy to get, but reaching 9.15 needs a little trick. You must only have one Pokémon in your party to achieve this. No more. I can't explain why, though.
