if you mean here on VGR, I'd say packattack and Ryuto BCL. I would love to see them on the same game, but they seem to always choose different games.
I Have beaten a few (Very Few) of Packattack and Ryuto BCL's Scores And I have seen others beat some of their scores... but Zimer, I haven't seen anyone really beat your scores... Flothaboss would be Second Place.

It indeed varies between games, so I list them per game.
Division X for the Mario Kart Games.
Zimer for the SMB games, in those worlds with the piranha plants :o
Prenz for Donkey Kong (GB) and WarioWare Games.
Packattack for lots of games, he's very skilled, I only tied a very few records of him.

I think this post says a lot, as Emperor is nearly impossible to beat and he says Packattack. I really don't think anyone comes close to these two, as good as some players are

You Zimer. You are never able to get a bite or without you let one out. Yes, your records are beatable, but it does not keep for long. So I think you are the one to beat in the moment, because I never managed to tame you. Because I'm never able to get throw a gold cup without your resume in a day.
Otherwise, MVP level, I would say Packattack or Emperor. These are hard to beat two players in all aspects of the games they cover. Although I am in front of them on Super Mario Galaxy, they could fight through the rest of their scores. However, I will be exalted against Emperor. But again, I excel at not perfect in their other games like Super Mario Galaxy 2 (Emperor) or Monkey Ball (Packattack) if want to try this type of game motivate me to challenge myself but in vain.
The only place I can feel that I dominate like a champ, only in DDR: Mario Mix, where I practically perfect in all except one place. Packattack, and Luigikart64 Zimer. But Zimer still has a walking maneuver. Should do more than just that 30 bananas in storm or equaled 30, he can dominate. I am still happy that does not affect 100% of the records of each of these games. Because it is just perfect.
This whole story to tell you that Zimer is the person most difficult to beat.

At Dark Eon Master, few scores were beaten but I neutralized all inmediatly.
Never forget, Zimer, you have been slain by Prenz even though you erased the score from VGR ;)

Its nice to see that many people have different views on who the hardest gamer to beat is.
I Don't compete against Zimer because I stand no chance, but I still recognize him as the Hardest Gamer to Beat in my opinion.
But The Players who I like to Compete against are:
Lucario
NintendoPlayers
Djon
Kid Power
Wadoludo
OmegaKnuckles
Dragon Eon Slayer
These players are challenging to beat for me but help me get better. These are the Players that I consider my Rivals on VGR But that makes us Better gamers if we compete.

Packattack is just dominant in anything he touches. He doesn't have a huge presence on this site compared to Cyberscore, but overall in the gamescoring world he can't be beat in terms of ridiculous scores across a wide range of games.
Emperor91 is another good nomination, he is just as dominant in a wide range of games too, so I think it might be too close to call between those two.
I can't say Zimer as he deletes his scores anytime someone beats him on any chart and he can't beat them back, so that doesn't really show his real range of skill in my opinion.

Shota Hirano (Mander) on Mario Kart Super Circuit.
- Has been world champion since ~2004, and so far I'm the only person who has posed a threat to his world champion title (very close to #1, but the last ~.6xxx Average Finish is going to max me out if I can beat him), and in his prime held roughly 70/80 WR's, max'ing out many of them and being the only person to ever do a 3/3 (or Hell, even more than a 1/3) shortcut in his runs. In Ribbon Road for example, he is beating #2 Worldwide (ryouMKGBA) by around 14 seconds, with a 3lap time of 0'26\"xx.
